The email Canva sends when you verify a domain

When this applies: The moment you verify each email domain. Plan for it before you verify, because you cannot undo it.
Short answer: you cannot control the email. You can control when it is sent.
When you verify a domain, Canva automatically emails everyone using that domain. That includes people already in your Enterprise team. The email tells them their account will become affiliated with your organisation, and gives them 30 days to switch to a personal email address if the account is not for work.
You cannot stop it, delay it, send it to a subset of people, or change a word of it. Canva's own FAQ is explicit on both counts.

The part Canva does not tell you
The email is triggered by domain verification, and you decide when to verify. So while you cannot move the email, you can move everything that happens before it.
That gives you a workable sequence:
- Get your user report and work out who you are migrating. This does not require domain verification, so it can all happen before anyone is emailed.
- Send your own communication to staff, in your voice, explaining what is happening and why.
- Verify the domain on a date you have chosen, so Canva's email is the second thing your people see rather than the first.
Almost every problem we see on these projects comes from verifying a domain before step 2. Once a domain is verified the email has gone, and it cannot be recalled.
